The U.N. Commission on Science and Technology for is part of the U.N. Economic and Social Council. The Commission is meant to provide the Council and thereby the General Assembly with recommendations related to science and technology. They are to regular monitor and review the progress of such, keeping in mind how new science and technology might affect humanity, to consider how policies and actions of the U.N. need to be adjusted.
The first and third stamps on the second row are meant to bring public attention to the CSTD and its work. For some reason a child-like artwork was determined to be the best design for such stamps.
