The International Civil Aviation Organization is another specialized agency of the United Nations. They were formed in 1947; their headquarters are in Montreal, Canada.

The purpose of the ICAO is to develop standards and practices for international air navigation, particularly related to air safety and the growth of the air travel in the world. This includes in recent years the development of machines for scanning and reading passports at airports.

Note

Here’s another dull looking set of stamps, albeit it on interesting topics. Two pages and two years back, they were so colorful and showed such promise for designing stamps. It’s very much hit and miss with them on stamps – even on a year worth of stamps. Eventually, they’ll get on track for designing beautiful stamps.
