The U.N. Office for Outer Space Affairs (UNOOSA) was established in 1958 – after the Soviets launched Sputnik I in 1957. UNOOSA is part of the U.N. Secretariat. It promotes and coordinates peaceful activities in outer space. It also has established laws and regulations for space activities, and assists developing countries in taking advantage of resulting advancements in science and technology for their socioeconomic development. When this first started, it probably seemed like a useless office that would have nothing to do.

Related to all of this, UNOOSA organizes Conferences on the Exploration and Peaceful Uses of Outer Space, known as UNISPACE Conferences – which are held at their headquarters in Vienna. The first conference was in 1968, on their tenth anniversary. The second was fourteen years later in 1982. The third, UNISPACE III was in 1999. The two stamps at the top and the souvenir sheet commemorate that conference.

PhilExFrance

PhilExFrance is the philately show in France every few years. This particular expo. in 1999 was partly devoted to the one-hundred fiftieth anniversary of the first French stamp. They have on display parts of rare and valuable collections. There’s also a section for collectors to buy from dealers, as well as some post offices. For instance, the overprint on the souvenir sheet on the second album page is from when the U.N. Postal Administration had a booth to promote their stamps to collectors

Note

The art work on these stamps is obviously an artist’s interpretation, but I think the satelite dish is too large compared to everything else. It appears taller that skyscrapers and the mountains. I realize that may be a matter of perspective, but it’s much bigger than the farm equipment in the foreground.

The souvenir sheet on the second album page for UNISPACE III was issued originally in 1999, but an overprinted version was issued later the same year commemorating PhilExFrance in Paris. For the souvenir sheet issued in New York for UNISPACE III, Leuchtturm didn’t print a separate page for the overprint version (see the Unispace page). I prefer it that way. Of course, I could just throw away this page and put both souvenir sheets on the previous page, with one of them behind the other.
